The division bench comprising the chief justice and Justice Vilas Afzalpurkar made this order while hearing a writ appeal filed by the state which challenged the restraint order passed by a single judge of the court earlier which prevented the CID from going ahead in the matter. Speak Asia company has appointed several business associates, including Harein Ventures, all across the country and had collected Rs 11,000 from individuals with the promise that it would pay them Rs 1000 every week for the next 52 weeks.

Noting that this is nothing but a money circulation scheme which squarely falls under the Prize Chits Money Circulation (Prevention) Act, the AP CID has started taking action against all such business associates. Arguing the case of the state, advocate general A Sudarsan Reddy told the court that the CID has identified as many as 19 lakh subscribers in the country who have already together paid Rs 2100 crore to the company. So far, the CID has been able to freeze Rs 134 crore, he said.

It was at this stage that Harein Ventures, the associates of Speak Asia, had approached the HC and obtained a restraint order against the CID, the AG said. As a result of this order that asked the CID not to freeze any more money from the associates, the CID was rendered helpless and remained a mute spectator even when the company was transferring out Rs 462 crore to Singapore during the pendency of this case, the AG said.

Speak Asia today gave a new popup to its panelist which tells about the complete progress of Speak Asia which is going on for registration in India to do there business. According to the new message from Speak Asia an application has been filed with the Reserve Bank of India, Mumbai through the bank for requisite permission to open an Liaison office which will take at least 4-6 weeks and after that Speak Asia will Register with Registrar of Companies, New Delhi.

1. Establishing a Liaison Office in India ( Process and Current status )
a) Application given to Reserve Bank of India
An application has been filed with the Reserve Bank of India, Mumbai through the bank for requisite permission to open an Liaison office (click for copy). We understand that the applications are considered on case-to-case basis and the permission from Reserve Bank of India generally takes about 4-6 weeks time from the date of submission of application.
b) Registration with Registrar of Companies, New Delhi
Upon receipt of approval from Reserve bank of India, requisite documents have to be filed with Register of Companies for registration of Speak Asia under Companies Act. After scrutiny of documents, the Register of Companies will register the Foreign office and issue the certificate of registration. Thereafter, SpeakAsia can open a bank account and start operation in India. We are trying hard to expedite this activity and will keep you updated on its progress .
NOTE: The payouts from India can only start once bank account is opened and the approvals are given in writing by the authorities.
2. RBI's approval for business model : Further to the order dated 14th July received
from Hon . High Court to RBI for a meeting with Speakasia to understand the business model , we have written yet again to RBI asking for a suitable date vide letter dated 21st July (copy of letter attached). We hope that many issues will get
resolved after this meeting .
3. Distribution of rewards earned by you: The LCD / LED TV's are already lying at

In our country "freedom of press" is being misused by the private television channels to such an extent that each and every citizen or institution is afraid of it. It is very common to see these profit greedy channels abusing and taking anyone for a ride any time they wish creating false news. But this time by mistake they messed up with an institution which is still very pristine and dry honest in our Country, the Judiciary. Yes we are talking about Star News putting false allegation against Speak Asia using the name of Honorable Bombay High Court. To the shame of Star News, it apologized to entire India that it presented a false news and that to taking the name of the Honorable High Court. Ltd. Violate Section 591 in The Companies Act, 1956  according to this act the companies who are incorporated outside India and Still doing business in India they must have to get registered first before doing business in India.

देश भर के 20 लाख पेनलिस्टों के लिए अच्छी खबर है, भारतीय रिजर्व बैंक ने स्पीक एशिया को यह अनुमति दे दी है कि वह अपने पेनलिस्टों को बकाया भुगतान कर दे। हालांकि अभी तक कारोबार शुरू करने की अनुमति स्पीक एशिया को नहीं मिली है। सूचना मिल रही है कि इस संदर्भ में आरबीआई ने एक सर्कुलर जारी किया है, लेकिन उस सर्कुलर की कापी अभी तक हमारे पास उपलब्ध नहीं हो पाई है
